Maryland Office of People's Counsel (OPC) wanted to refine its strategy for intervention in the purchased gas commodity proceedings in front of the Maryland Public Service Commission (PSC) and to identify areas of the current gas commodity charge regulatory process in Maryland that could be improved.

DHInfrastructure prepared a whitepaper on the purchased gas adjustment charges currently in place at Maryland's local distribution companies. We reviewed academic literature and regulatory cases of similar proceedings in other states.
